Selling a Used CD, DVD or Game Now Feels like Getting Arrested

New legislation in Florida & Utah has made the selling of used merchandise to a pawn/broker-type store so strict that people looking to sell a used CD, movie or game must be fingerprinted, and have multiple ID's present for duplication. Stores looking to sell used music CDs must buy a permit from the government, only offer credit and wait at least 30 days before reselling them. The law is also pending in Wisconsin and Rhode Island.

Sound ridiculous?

The emphasis of this law seems to be on music CDs, but it apparently also applies to movies and games. However, there seems to be an exemption when it comes to movies and games where stores don't have to buy a permit and only have to wait 15 days. The details are still pretty fuzzy and it looks like most places aren't enforcing this law, but this is some scary stuff any way you look at it.
